If ever there was a war that was obviously unjust, it is the war you are proposing: going and killing your neighbour (who jas not attacked you) for fear that he will be a position to attack you. In other words, you run the risk or ruining your country in the hope of ruining that of another man for no reason, that is certainly neither honest nor useful, an you know if full well.
